Aspects of development administration have been examined in Part seven which covers the planning system and rural development programmes. Part eight, focusing on the accountability system, covers the control over finance through the Parliament and the CAG. In Part nine are analyzed the issues concerning Generalists Vs. Specialists, administrative reforms, integrity in civil services, the RTI, PMES and the governance aspects of the Twelfth Plan.
